《敬老院管理暂行法》第三章,院务管: 第十条 敬老院实行院长负责制,院长负责全面工作。其主要职责是:
(一)贯彻执行国家有关五保供养和敬老院工作的方针、政策和法规; (二)组织制定院内的各项规章制度和敬老院发展规划;
(三)组织发展院办经济,增强敬老院自身发展的活力,不断提高供养人员的生活水平;
(四)督促工作人员履行职责,建立岗位责任制,实行目标管理,维护供养人员的合法权益不受侵犯。 第十一条
